Donald Tusk announces the end of “ naive globalization” and puts a red-and-white flag on our economy – it’s time to rebuild the national economy, repolonize the Polish economy, market, capital – stated the head of government during EFNI and pointed out that Polish companies must contribute to key projects for the national economy. Such a flywheel of the Polish economy is currently the development of offshore wind energy. The wind industry is ready to stand up to the government’s policy, acting on behalf of the domestic industry. The Polish Wind Energy Association (PWEA) and the Wind Industry Hub Foundation (WIH) have just presented the “Polish Offshore Wind Industry Development Strategy” This is the only and first such comprehensive signpost for national industrial policy in the offshore wind sector in Poland.
In the face of geopolitical instability, raw material crises and intensifying global competition, Poland must introduce new economic policies as a response to these challenges of the modern world.
– If we want to achieve economic success, to build a secure state, we must make it loud and clear to ourselves and others that Poland – in this increasingly ruthless contest of selfies on global markets, war fronts – will not be a naive partner. Polish companies will not stand at a loss in competition with international molochs – Donald Tusk stressed during EFNI.
Wind energy plays a key role in the decarbonization of the Polish economy. It is one of the pillars of the energy transition, which in the long term is expected to provide cheap energy and strengthen the country’s energy security.
– The investment campaign in offshore wind farms is not comparable to any other development project in modern Poland. Let’s talk about the scale of 300 billion zlotys of capital expenditures in the 2040 perspective. This program is proof of Polish ambition and courage in the pursuit of modernity. It is an investment that also requires boldness, vision and long-term commitment. If we add billions more of investment in onshore wind power, we get a picture of the largest energy transition project in the country’s history – a development impulse that can not only modernize the Polish economy, but also ensure its competitiveness for decades and create thousands of jobs in the industries of the future – says Janusz Gajowiecki, President of WIH.
To take full advantage of this potential, Poland needs its own coherent strategy for the development of clean technology-based industries. Such a strategy will allow not only to increase the share of Polish companies in national and regional investments, but also to transform technologies strategic for Europe into an engine of the Polish economy and exports. At the center of these activities should be wind energy as a priority development area.
In response to these challenges, the Polish Wind Energy Association and the Wind Industry Hub Foundation, in cooperation with the CEE Energy Group, have developed a comprehensive document entitled. “Polish Offshore Wind Industry Development Strategy”, which contains detailed solutions necessary for implementation to make offshore wind farms an engine for the development of the Polish economy.
– The potential of the country’s supply chain will not be fully realized without a sound, strategic national industrial policy. The lack of a government document defining key technologies and investment areas for the Polish economy is already seen as one of the biggest threats to the development of the national supply chain. The lack of a clear, long-term schedule within Poland’s strategic projects and a plan for their implementation prevents proper coordination, development of tools by government agencies and institutions, systemic creation of employment in the sector, but can also negatively affect the country’s energy security, which is why we have developed a document that contributes the wind industry to Poland’s industrial policy – says Dominika Taranko, Vice President of Wind Industry Hub.
The Strategy’s authors have identified 10 implementation packages that should be launched first, i.e. by the end of 2026. In the center of the document, however, are included Priority Implementation Programs – a set of key market segments that (as determined by detailed analyses of the market and economics, experience, synergies and security aspects) should be developed in Poland. The solutions involve specific, short-term actions, as well as directional proposals for implementation in the medium and long term.
– This strategy sets very ambitious directions for the development of offshore wind energy in Poland, taking into account both the climate goals and the economic potential of the sector. The document is a good starting point for developing an objective and realistic strategy that takes into account regulatory, investment and technological conditions, which will allow us to take full advantage of the opportunities presented by offshore wind development in Poland – stresses Milosz Motyka, Deputy Minister of Climate and Environment, in the foreword to the Strategy.
– Such significant investments, their scale and technological sophistication, represent a development opportunity for the domestic industry. Therefore, we should ensure that these investments will result in the development of innovative energy industries with competence centers in the country and high-paying jobs. Already about 300 Polish companies are competent in the production of structural and operational components for the offshore industry. Many of them are already engaged in wind farm projects abroad, which indicates the possibility of involvement in domestic investments as well – Deputy Minister of State Assets Robert Kropiwnicki noted in the foreword to the Strategy.
Investment outlays related to the scale of the transformational change we are seeing in Europe today should motivate the Polish government to bode an indigenous supply chain that will also become part of Europe’s strategic sector and an element of its competitiveness. The discussion on the role of wind energy in strengthening the Polish industry and supply chain will continue at the 20th PWEA Conference. On June 10-12 in Swinoujscie, those in power and the industry will discuss how to jumpstart the Polish offshore industry. Poland can be in the middle of this revolution because it has adequate resources and sufficient potential, but it cannot delay the adoption of appropriate regulations and strategies.

“Polish Offshore Wind Industry Development Strategy” is the result of analyses conducted in 2023 – 2024 by the expert team of Wind Industry Hub, Polish Wind Energy Association and CEE Energy Group. The base document consists of four parts covered in 400 pages of the study. The first part discusses the importance of offshore wind energy in increasing the supply of cheap and clean energy in Poland. Part two summarizes the context of the strategic position of the offshore wind industry in the European Union. Part three focuses on drawing lessons from the first domestic experience in building offshore wind farms. Part Four identifies the detailed solutions needed to implement in order for offshore wind farms to become an engine for the development of the Polish economy. This is a set of key segments of the offshore wind farm market that, due to economics, experience, synergies with other sectors of the economy and safety issues, should be developed in Poland. The solutions address specific business models, as well as actions necessary for implementation leaders to take.
The overarching goal of the study is to provide the Council of Ministers of the Republic of Poland with comprehensive material for the adoption of the national “Polish Offshore Wind Industry Development Strategy”, recognizing it as one of the most important investment programs in the country.
