Polish energy sector and the military are joining forces to strengthen the protection of critical infrastructure in the national energy system (KSE). Polskie Sieci Elektroenergetyczne S.A. and the General Staff of the Polish Army have signed a cooperation agreement aimed at protecting against cyber, hybrid, and military threats. The event was attended by Deputy Prime Minister and Minister of National Defense Władysław Kosiniak-Kamysz and Minister of Energy Miłosz Motyka.

– In various areas—from infrastructure modernization, through digitization and cybersecurity, to investments in physical resilience—we are consistently taking steps to improve the security of the system. Today’s agreement with the Polish Army is another step forward: we are combining our expertise, technologies, and resources to ensure the efficient functioning of the energy sector even in the most demanding conditions. This is an investment in stability, security of supply, and the safety of citizens – said Minister of Energy Miłosz Motyka.

A partnership that strengthens the pillars of energy security

The agreement opens a new stage of cooperation, which is intended to increase the resilience of infrastructure and ensure the stability of the national power system. It strengthens existing cooperation mechanisms and introduces solutions that respond to dynamic security challenges.

The document sets the direction for action for years to come—from operational cooperation and information exchange to the creation of joint response procedures. It is a response to growing geopolitical tensions, aggressive hybrid activities, and the increasing importance of energy as a key element of national security.

Permanent Expert Team – a center of knowledge and coordination

The agreement provides for the establishment of a permanent Expert Team, which will be responsible for:

  • exchanging knowledge and operational experience
  • preparing recommendations for the protection of PSE infrastructure
  • developing technical and organizational guidelines for security systems

The Team consists of representatives of the General Staff of the Polish Armed Forces, the Operational Command of the Armed Forces, the General Command of the Armed Forces, the Territorial Defense Forces, the Cyber Defense Component, and representatives of PSE.

Strengthening the infrastructure protection system

Close cooperation has been agreed upon in the analysis of needs and planning of the development of PSE facility protection systems, consultations on equipment, technical equipment, and security systems, including anti-drone systems.

The agreement also covers the establishment of secure channels for the exchange of information, including data on threats and the systems used. This will shorten response times and improve decision-making.

Joint initiatives to strengthen system resilience

The cooperation provides for:

  • the organization of joint military exercises at PSE facilities
  • increasing the military’s knowledge of the specifics of transmission infrastructure operations
  • the participation of PSE teams in military projects and close cooperation in crisis situations

Joint military training and exercises conducted at PSE facilities will increase readiness and effectiveness in responding to crisis situations.

The agreement also provides for the possibility of initiating legislative changes that will allow selected PSE facilities to be placed under special military protection in the event of a threat.
