The results of Poland’s first offshore wind auction under the second phase of market development have been announced. The President of the Energy Regulatory Office (URE) confirmed that three offshore wind projects in the Polish part of the Baltic Sea have secured the right to negative balance coverage, with a combined installed capacity exceeding 3.4 GW.

This marks a pivotal milestone for Poland’s offshore wind sector and sends a strong investment signal to the market, the supply chain, and financial institutions across Europe.

Winning projects and investors

The auction was held on 17 December 2025. The most competitive bids were submitted by the following developers:

  • ORLEN Neptun VIII Sp. z o.o. – Baltic East Offshore Wind Farm

  • Elektrownia Wiatrowa Baltica 9 Sp. z o.o. – Baltica 9 Offshore Wind Farm

  • MFW Bałtyk I S.A. – Bałtyk I Offshore Wind Farm

An additional bid was submitted for the Baltica 1 project with a capacity of 896 MW, but it did not secure support in this auction round.

Strike prices and installed capacity

The successful projects offered competitive strike prices, which will serve as the reference for the negative balance settlement mechanism throughout the support period.

With more than 3.4 GW of capacity contracted in a single auction, this represents the largest offshore wind support allocation in the history of the Polish energy market.

Commissioning timeline and energy output

According to the auction documentation, the first electricity from the new offshore wind farms is expected to be delivered to the grid at the end of 2032:

  • 1 December 2032 – Bałtyk I

  • 16 December 2032 – Baltic East

  • 17 December 2032 – Baltica 9

The total estimated electricity generation from the winning projects over the entire support period, lasting until 2057, amounts to 330,162,817 MWh. Annual production is expected to exceed 13 TWh during the peak operating years between 2033 and 2056, representing a substantial contribution to Poland’s national energy mix.

The outcome of auction AMFW/1/2025 confirms Poland’s commitment to building a robust and long-term offshore wind market. The selected projects will form the backbone of the second phase of offshore wind development, supporting Poland’s energy transition while accelerating the growth of domestic ports, installation infrastructure, and industrial supply chains.
