Polish President Karol Nawrocki announced that he had reviewed 22 bills sent to him by parliament; he vetoed one – the so-called windmill bill. At the same time, the president signed a bill proposing a freeze on electricity prices.
The wind turbine bill, as we should really call it, is a kind of blackmail by the parliamentary majority and the government, not only against the President of Poland, but also against society. This bill concerns wind turbines, not lowering electricity prices, Karol Nawrocki said.
It is an amendment to the act on investments in wind farms and certain other acts.
– I stand on the side of the public, not on the side of those who want to mix issues of electricity prices with wind turbines and lobbying activities – he emphasized.
However, this bill, which has been vetoed, contains solutions that I and the entire Chancellery appreciate. This is obviously the issue of freezing electricity prices, which I have been calling for since the beginning of 2025, when I was still a candidate for the office of President, so today I also signed a draft proposal that is literally taken from the bill that was vetoed – said the President.
– We have not changed a single comma in the proposal to freeze electricity prices in the President’s Office – he pointed out.
He added that the Sejm is to meet on September 9, the Senate on September 24, and from September 24 he will be ready to sign the bill on freezing electricity prices, i.e., extending the protective shields.
The president submitted to the Sejm a draft bill amending the act on extraordinary measures aimed at limiting electricity prices and supporting certain consumers in 2023–2025.
The president pointed out that many people, social activists throughout Poland, protested against the wind turbine bill. – It is obvious and understandable that people do not want 150-meter wind turbines near their homes. Reducing the distance, departing from the 10H rule, and reducing the distance to 500 meters is not socially acceptable – he noted.
I am the voice of the Polish people, and that is how I view all the bills that are presented to me – he emphasized.
– In order to lower the price of electricity, we must give up what has the greatest impact on the price of electricity, namely the ETS—we must move away from the Green Deal. And the attempt by the media and the public to construct the idea that wind turbines and the entire renewable energy component will succeed in lowering the price of electricity is a bad assumption – Karol Nawrocki assessed.
The president also announced that, in accordance with his declaration, a draft bill will be prepared within 100 days – specific solutions relating to electricity prices, “so that Poles feel the expected relief.”
This is also the moment for me to encourage the parliamentary majority and the Polish government to consult the President on the shape of proposed bills already at the parliamentary stage. With good cooperation and the involvement of ministers, this will certainly lead to fewer vetoes, said Karol Nawrocki.
