The ELWIND offshore wind project has published a procurement for independent expert services to provide technical assurance and quality control for upcoming site investigations.
The procurement includes five roles:
· Technical Expert for overall technical support
· Technical Expert for the metocean in-situ measurement campaign
· Technical Expert for the geophysical survey
· Technical Expert for wind resource assessment
· Client Representative for the geophysical survey
While contractors will carry out the surveys, independent third-party oversight is essential, as these results form the foundation for every subsequent step of ELWIND’s development — from environmental impact assessments to wind farm design and investment decisions.
Technical Experts will review deliverables from all surveys, ensuring that reporting and interpretations are of the highest quality, adhere to international best-practice standards, and are fully reliable. The Geophysical Client Representative will oversee offshore operations directly, guaranteeing that data is collected safely, comprehensively, and to the required quality.
The deadline for submission of the tender is 20 October 2025 11:00 (EET). Further details are available in the Electronic Procurement Registry of Estonia under identification number 299720.
