On January 15, 2026, during the second edition of EnergySecurityCongress.pl in Warsaw, discussions and presentations will be held on the security of offshore energy infrastructure. During four dedicated sessions, debates will be held on the legal changes needed to better secure critical infrastructure, cooperation between services and armed forces, countering physical and cyber threats, and financing investments that increase security.
This year, the conference will begin with a Poland-Lithuania energy security summit, attended by the Polish and Lithuanian energy ministers, Miłosz Motyka and Gabriel Gorbacevski, as well as the defense ministers, Paweł Zalewski and Tomas Godliauskas. Poland and Lithuania treat the security of the Baltic Sea as their priority not only for military or economic reasons, but also for energy reasons – oil and gas supplies are transported by sea, and Warsaw and Vilnius are planning to develop offshore wind energy. Both countries also cooperate in the area of raw materials and energy on land, with Poland and Lithuania connected by the GIPL gas pipeline and the LitPolLink energy bridge. Following last year’s synchronization of the Baltic countries with the European energy system, Poland is one of the key stabilizers of the energy system in Lithuania, Latvia, and Estonia.
During the next edition of EnergySecurityCongress.pl, discussions will be held on the draft Crisis Management Act, as well as the adopted “Safe Baltic” Act, under which a Maritime Security Center is to be established, operated by the Border Guard. In light of the new regulations, the Navy will also gain additional powers.
During subsequent sessions, experts from the armed forces, uniformed services, administration, and companies will discuss technological and cyber challenges in the area of critical infrastructure, as well as the financing of investments that increase security. The conference will be an opportunity to discuss cooperation between the armed forces and uniformed services with offshore wind farm operators.
The congress is held under the honorary patronage of the Government Security Center, as well as the Deputy Prime Minister and Minister of National Defense Władysław Kosiniak-Kamysz, the Minister of Foreign Affairs, the Ministry of Energy, and the Ministry of Digital Affairs.
