On 29–30 October 2025, Gdańsk will host the 14th edition of the International Offshore Wind – Logistics & Supplies (OWLS) Conference, organised by the Polish Chamber of Offshore Wind Energy (PIMEW). These will be two days of debates and workshops devoted to the practical aspects of building and scaling the supply chain for the offshore wind energy sector – from financing and contract models, through safety and regulations, to new technologies and strengthening the domestic industrial base.
A breakthrough moment for local content
Local content is no longer just a postulate and ambition of the industry – it is now the official direction of state policy. Prime Minister Donald Tusk, in his recent declarations on the repolonisation of key areas of the economy, sends a clear signal: the construction of a strong national supply chain has been elevated to the rank of a government priority. Domestic industry is to be the foundation for the implementation of the largest strategic investment projects in Poland.
We welcome this message with great satisfaction. We appreciate the fact that the Prime Minister is giving political impetus to the position that we, as an organisation, have been expressing for years. During our conference, we will present specific mechanisms for strengthening Polish local content. We know the realities of the sector, we have the tools ready, we know where the system needs improvement and how to implement it,” says Jakub Budzyński, president of PIMEW.
Offshore wind energy is the largest investment programme in the history of modern Poland, with a value of PLN 500 billion by 2040. Such a project cannot be thought of in terms of importing expertise. It must be a stimulus for building a sustainable domestic industrial base. This shift is happening right now.
New factories and production plants are being built before our very eyes. The first section of an offshore tower in Poland has just been manufactured at Baltic Towers in Gdańsk. In the spring of this year, CRIST Offshore from Gdynia signed a historic contract with Ocean Winds for the design, construction and commissioning of an offshore substation (OSS) for the BC-Wind farm, thus joining the elite league of global suppliers. New installation and service ports are springing up on the Polish coast, which will not only serve domestic projects, but will also be able to provide services to neighbouring markets, such as Germany, which is planning to build another 30 GW by 2040. This is a real, unprecedented opportunity for Polish companies to expand in the European supply chain.
It should also be emphasised that in the current situation of deep imbalance between supply and demand, diversification of the supplier base based on domestic local content is becoming a key factor in the successful implementation of projects within the planned budgets and schedules.
– Locating the potential of domestic industry in the ongoing phase of offshore wind farm construction and developing competencies to maximise the participation of Polish companies in the second phase of offshore wind development is undoubtedly one of the key challenges of the coming years. It is essential to take stock of existing experience in order to develop practical, dedicated methods of support and scaling for companies, as well as cooperation mechanisms that guarantee efficiency and security for all parties involved. The Offshore Wind – Logistics & Supplies conference is an event designed to achieve these goals. It is here that over 500 leading industry representatives will meet to discuss the priorities for the further evolution of the sector, emphasises Budzyński.
New event format
This year’s OWLS will feature a new programme format. After the plenary session, participants will choose their own thematic paths from among nearly 20 panels and sessions that best suit their specialisation. This arrangement will allow everyone to create their own individual participation plan and focus on what is really important from the point of view of their role in the supply chain. The programme includes:
financing, guarantees and bankability models for suppliers and investors,
non-price criteria in auctions
regulations and procurement/contract models in offshore projects,
fleet, ports and service facilities,
QHSE as a pre-qualification criterion, regulatory proposals, Polish industry standard
unmanned technologies (USV/UAV), cybersecurity,
thematic workshops
study visit to the Baltic Towers factory
study visit to port investment areas in Gdańsk
