OXAN Energy, together with partners Ocean Connect Energy and SNOW, has unveiled the new identity of their jointly developed offshore wind project, located 60 km off the Estonian coast. Formerly known as SAARE 1, the project will now be called Avara, a name derived from the Estonian word avar, meaning “open, vast, and spacious.”

The new name reflects the project’s forward-looking vision and its pioneering role in the Baltic Sea’s clean energy transition.

A 900 MW Offshore Wind Project West of Saaremaa

Covering an area of 88 km²Avara is designed to deliver up to 900 MW of capacity—enough clean electricity to power nearly half of Estonia’s households and businesses. Located west of Saaremaa Island, the project is expected to become the first floating offshore wind farm in the Baltic region.

“Avara offshore wind farm has enormous potential to drive innovation forward and become a landmark project for the Baltic region,” said Nikon Vidjajev, Development Director of the Avara project.

Combining Floating and Fixed Foundations

Given water depths reaching up to 85 meters, Avara has the potential to combine floating and bottom-fixed technologies. The final layout and technology choice will be determined following environmental impact assessments and technical studies currently underway.

Since the Estonian authorities launched the permitting and environmental assessment process in June 2025, Avara has entered a decisive phase—finalizing its environmental impact program, refining technical designs, and continuing open dialogue with both local and European stakeholders.

Beyond its technological ambitions, Avara embodies sustainability, innovation, and collaboration. By strengthening the Baltic Sea’s role in Europe’s renewable energy network, the project stands as a symbol of openness—both to new technologies and to cooperation across borders.
