Approximately €2 billion in project finance has been secured for the construction of an offshore wind farm with a capacity of up to 390 MW on fixed foundations.
Ocean Winds, an international offshore wind energy company established as a 50/50 joint venture between EDP Renewables and ENGIE, has secured approximately €2 billion in project finance and finalised the financial close for its first offshore wind farm in the Baltic Sea. This achievement is a key milestone, confirming the project’s readiness to move from the development phase to the construction stage.
The BC-Wind project is supported by the European Investment Bank (EIB), which is responsible for nearly one-third of the total financing, as well as by the Instituto de Crédito Oficial Español (ICO) and 13 commercial banks. This structure confirms the maturity and long-term stability of the investment.
The BC-Wind wind farm is expected to start producing electricity in 2028 and, once fully operational, will provide clean, zero-emission energy to nearly half a million households.
Bautista Rodriguez, Chief Operating Officer at Ocean Winds, said: “In Poland, offshore wind energy is one of the pillars of the energy transition and a huge opportunity for the development of a modern economic sector. At Ocean Winds, we believe that Poland can become a regional leader in offshore energy, both in terms of clean energy production and industrial potential. With the support of key financial institutions, including the European Investment Bank, the BC-Wind project is our contribution to this strategic direction and an important step towards increasing the share of renewable energy in the national energy mix.”
Kacper Kostrzewa, Managing Director of Ocean Winds in Poland, said: “The closing of financing for BC-Wind is a significant milestone for both the project and the entire Polish offshore wind energy industry. It confirms that Poland is ready to implement large offshore projects, relying on local expertise, technologies and determination. Together with our Polish suppliers, we are entering the next phase – the construction of a new wind farm in the Baltic Sea. This cooperation strengthens the development of the local supply chain and supports the integration of Polish companies into the offshore sector. It is an investment not only in energy, but also in the development of a modern, competitive industry in Poland.”
Prof. Teresa Czerwińska, Vice-President of the European Investment Bank (EIB), said: “The European Investment Bank consistently supports actions for climate, economic competitiveness and strategic sovereignty in Europe, which is why it has decided to provide favourable long-term financial support for the construction and operation of BC-Wind, a new offshore wind farm project in the Polish Exclusive Economic Zone of the Baltic Sea. As the European Union’s climate bank, the EIB is a trusted partner in Poland’s energy transition – from renewables and grid modernisation to energy efficiency and affordability. BC-Wind, the latest project in Poland’s rapidly growing offshore sector, will help reduce CO₂ emissions and strengthen the energy security of residents and businesses.
Polish companies that are part of the project’s supply chain play a major role in the implementation of BC-Wind. In 2026, onshore construction work will begin, including the design and construction of a power station and an onshore cable tray, carried out by the Polish company P&Q. Electricity will be transmitted to the onshore station via cables designed and installed by Tele-Fonika Kable from Bydgoszcz. At the same time, Ocean Winds will build an operational and service base in Władysławowo. The project will also be the first in Poland to be fully implemented from Polish ports – the foundations will be transported from Świnoujście and the wind turbines from Gdańsk.
Over the past few years, Ocean Winds has completed all the required environmental and formal and legal procedures. These include environmental decisions for the offshore and onshore parts, as well as a permit to build onshore infrastructure with a connection to the National Power System.
BC-Wind is an offshore wind farm being built by Ocean Winds in the Polish Exclusive Economic Zone of the Baltic Sea. It will be located approximately 23 km from the coast, near the municipalities of Krokowa and Choczewo in the Pomeranian Province. The project comprises 26 modern turbines, each with a capacity of 14 MW, equipped with a Power Boost function that increases their efficiency to 15 MW. The total planned capacity is up to 390 MW.
