EU energy ministers meet in Luxembourg on 29 October 2026 for a Transport, Telecommunications and Energy Council. Finland’s Ministry of Economic Affairs and Employment said the country will be represented by State Secretary Mika Nykänen, who stands in for Climate and Environment Minister Sari Multala.

The first item is a policy debate on the Commission’s proposed regulation on network charges, put forward in July 2026. The proposal aims to reduce grid system costs and encourage electrification and digitalisation, with the Commission seeking lower electricity bills as a result. Finland questions whether closer EU-level harmonisation of how network charges and network operators’ revenues are set is the most efficient way to curb costs. It also says taxation should be decided by unanimity and is critical of the proposal’s tax-related provisions.

“The objectives of the proposed regulation on network charges are commendable,” Nykänen said, adding that Finland wants solutions that support electrification and competitiveness while leaving room for national circumstances.

Ministers will also discuss security of energy supply and preparedness for the winter of 2026–2027 and beyond, followed by an exchange of views on the regulatory framework and energy-sector objectives after 2030. Finland argues that energy legislation should be technology-neutral, aim to raise the share of clean energy and prioritise phasing out fossil fuels, while leaving room for sustainable bio-based renewable energy.

For the Baltic region, Nykänen will also attend a meeting of the Baltic Energy Market Interconnection Plan (BEMIP) held alongside the Council. Ministers are due to discuss regional cooperation on energy infrastructure, with a focus on energy security. A ministerial lunch will address investment roadmaps for the energy transition.
