The French government has awarded BrestPort more than €58 million to adapt the offshore renewable energy terminal at the Port of Brest for floating wind, confirming the Breton port as a heavy assembly hub for the Atlantic coast and the Celtic Sea.

The funding comes through the InFloW project, selected under a call for projects within the France 2030 national investment plan. It follows more than €250 million already invested by the Brittany Region in the terminal. France has set out an ambition of 45 GW of offshore wind by 2050, a significant share of it floating.

The Brittany strategy pairs two sites rather than concentrating everything in one. Brest is positioned as the platform for assembling and integrating floaters, handling manufacture and storage of large components, turbine integration and launch operations. Lorient, about 100 nautical miles south, is being developed as a base for mooring logistics, installation services and long-term maintenance. Lorient sits close to the Pennavel site, France’s first commercial-scale floating offshore wind farm at 250 MW.

The planned investments will reinforce quays and logistics areas at Brest to handle very large industrial operations. By 2050 the assembly hub is expected to support around 4,000 jobs and avoid 850,000 tonnes of CO₂ emissions.

Roughly 200 companies, mostly micro-enterprises and SMEs, make up the regional marine renewables sector, spanning metalwork and shipbuilding, maritime operations, design offices and marine science. The Brittany Region also supports tidal stream development at Paimpol-Bréhat and off Ouessant, and wave energy test sites at Sainte-Anne du Portzic and Roscoff.

For Baltic Sea ports the case is instructive rather than directly comparable — the Baltic is shallow and dominated by fixed-bottom projects — but the division of labour between an assembly port and a service port is a template several Polish and German harbours are now examining as their own offshore pipelines mature.
