- Ocean Winds has selected P&Q as the general contractor for the onshore cable trench and Tele-Fonika Kable as the supplier of the onshore export cable system – this is another important step towards the implementation of the BC-Wind offshore wind farm in Polish Baltic waters.
- The signed contract confirms the consistent involvement of Polish companies in the development of the BC-Wind project, supporting the local economy.
Ocean Winds, a global company specializing in offshore wind energy, established in 2020 as a 50/50 joint venture between EDP Renewables and ENGIE, has signed an agreement with P&Q, the general contractor responsible for the implementation of the onshore cable trench, and with Tele-Fonika Kable, responsible for the supply of the onshore export cable system including EHV power cables, manufactured at the Bydgoszcz plant – TFKable Group. The scope of the agreement includes the design, delivery, and installation of an approximately 8 km long onshore cable section that will connect the sea exit point in the municipality of Choczewo with the onshore power station in the same municipality. The completion of this stage will enable the safe and efficient transmission of energy generated at sea to the national power grid. Construction work will begin in 2026.
The signing of the agreement with P&Q and Tele-Fonika Kable is further proof that Ocean Winds is actively involving Polish companies in the construction of the BC-Wind offshore wind farm. This cooperation strengthens the participation of local industry in the country’s energy transition, contributing to the development of expertise and infrastructure in the renewable energy sector. P&Q is also executing a contract for the design, construction, installation, and commissioning of the BC-Wind onshore power station, which, combined with the current scope of work, covers key elements of onshore infrastructure in the renewable energy sector. P&Q is also executing a contract for the design, construction, installation, and commissioning of the BC-Wind onshore power station, which, in conjunction with the current scope of work, covers key elements of the project’s onshore transmission infrastructure.
“The agreement signed today concludes the preparation phase and paves the way for the implementation of the BC-Wind onshore infrastructure. Thanks to our cooperation with P&Q and Tele-Fonika Kable, we can be sure that the key elements of the project are being developed based on Polish industrial potential. This means stable contracts, guaranteed employment for specialists in the country, and the strengthening of competencies that will form the foundation for further offshore investments in Poland.”
Kacper Kostrzewa, Managing Director in Poland, Ocean Winds
“The signing of this agreement is an important milestone for the BC-Wind project – we are finalizing key elements of the onshore infrastructure that will enable the safe and efficient transmission of energy from the sea to the national grid. This is an important step in the implementation of the entire investment and a foundation for the next stages of construction. We are delighted to be working with experienced Polish partners in this process – this ensures a solid foundation for the project and at the same time strengthens the local technical expertise necessary for the energy transition.”
Pete Geddes, BC-Wind Project Director, Ocean Winds
“We are proud to have reached another key milestone, which is the start of work on the construction of the export cable line. This is all the more so because it is another element of the power transmission system in the BC-Wind project, for which P&Q is the general contractor. The contract we signed in a consortium with Tele-Fonika Kable is an important symbol of the growing importance of Polish companies in the offshore industry supply chain and proof that Polish companies can successfully implement such significant investments.”
Piotr Sokołowski, Member of the Management Board, Head of Sales at P&Q
“The BC-Wind project is another venture for Tele-Fonika Kable supporting the development of offshore wind energy in Poland. Our scope includes the design, manufacture, and delivery of approximately 23 km of 275 kV high-voltage cables, fiber optic cables, and dedicated accessories, as well as comprehensive post-installation testing of the entire line. The cables will be manufactured in the fourth quarter of 2026 at the Bydgoszcz plant – the largest production center for HV and EHV cables for onshore power generation in the Tele-Fonika Group and a key element of the domestic supply chain. The project combines modern technologies with local content, strengthening Poland’s participation in the energy transition.”

The BC-Wind project is located approximately 23 km north of the coastline, in the municipalities of Krokowa and Choczewo in the Pomeranian Province. The project aims to achieve a planned capacity of up to 390 MW, with a total farm area of 90.94 km². The implementation of the project is an important step in increasing the share of renewable energy sources in the national energy mix and strengthening Poland’s energy security.
The BC-Wind offshore wind farm has an environmental decision for both the offshore and onshore parts and the right to a contract for difference (CfD). The project is at an advanced stage of development, and activities are currently underway to select key suppliers and make a final investment decision (FID), planned for 2025.
