The countdown is on. In just one week, Gdańsk will transform into the epicenter of the Baltic Sea’s burgeoning offshore wind industry. On March 10, 2025, the European Solidarity Centre will host the highly anticipated Baltic Sea Offshore Wind Summit 2025, a pivotal gathering of industry titans, influential policymakers, and leading experts dedicated to tackling the critical challenges and unlocking the immense potential of offshore wind development in the region.

Ensuring the security of offshore wind infrastructure is a critical issue for the Baltic region. This panel will explore operational stability, cybersecurity threats, and the strategic role of naval forces in protecting energy assets. The discussion will also address NATO’s role in regional security and emerging threats posed by geopolitical shifts. Panelists include Janusz Gajowiecki, President of the Board, Polish Wind Energy Association; Kmdr por. dr hab. Rafał Miętkiewicz of the Polish Naval Academy; Tomasz Urbaniak, Head of Defence & Security, PGE Baltica and Jarosław Ćwiek-Karpowicz, Director of The Polish Institute of International Affairs (PISM). The efficient deployment and maintenance of offshore wind farms depend heavily on well-developed port infrastructure. This session will focus on how ports can adapt to meet the increasing demands of the offshore wind industry, emphasizing logistical coordination, regional cooperation, and investment strategies. Among the speakers will be Bartosz Fedurek, CEO of PGE Baltica; Lars Thomsson, Coordinator of Energy Island Gotland; Jeppe la Cour, Chief Commercial Officer of the Port of Roenne; and Marek Świerżyński, Engineering Associate Director at Ocean Winds. The discussion will be moderated by Zuzanna Nowak, Analysis Director at The Opportunity Institute for Foreign Affairs and Energy Expert at the Łukasiewicz Institute for Energy Policy.

This panel will explore cutting-edge innovations that are shaping the offshore wind sector, from turbine technology to energy storage solutions. Experts participating in the discussion include Niels Malskær, Energy Attaché at the Royal Danish Embassy to Poland; Hossein Ghaemi, PhD, Assistant Professor at Gdańsk University of Technology; and Rebecca McManus, European Renewables Research Lead from Aurora Energy Research

3:30 PM – 4:15 PM: Spotlight Session: Supply Chains

A robust supply chain is vital for the expansion of offshore wind in the Baltic Sea region. This session will explore ways to enhance local manufacturing capacity, create resilient supply networks, and support regional economic growth. Jānis Ločmelis, Head of the ELWIND Project Division at the Investment and Development Agency of Latvia;  Paweł Lewandowski, Senior Loan Officer at the European Investment Bank (EBI); Victoria Toft, Head of Supply Chain at Aegir Insights;  Piotr Czopek, Deputy CEO, Polish Wind Energy Association will provide expert perspectives on how to strengthen supply chains and secure investment in the sector.

4:45 PM – 5:30 PM: Talent Matters: Shaping the Offshore Workforce

A skilled workforce is essential for sustaining the offshore wind sector. This session will address how to bridge the skills gap, attract new talent, and design training programs to meet the needs of the growing industry. Božena Petikonis-Šabanienė, Head of HR for Ignitis Renewables; Rihards Stalmanis, Director at BOTC Training; Ekaterine Gogoberishvili, Senior Project Coordinator for Education and Skills at WindEurope; and Agnieszka Rodak from the Pomeranian Centre of Competence for Offshore Wind Energy will share insights on developing educational programs and fostering a new generation of professionals dedicated to offshore wind energy. The discussion will be moderated by Dr. Antonios Nestoras, Founding Director of the European Policy Innovation Council.

The investment landscape for offshore wind is increasingly influenced by global geopolitical dynamics. This panel will analyze how factors such as the potential re-election of President Trump in the U.S. and China’s strategic economic policies are shaping investor confidence in Europe. Panelists include Roland Freudenstein, Director of the Brussels Office of the Free Russia Foundation; Dr. Antonios Nestoras, Founding Director of the European Policy Innovation Council; Zuzanna Nowak, Analysis Director at The Opportunity Institute for Foreign Affairs and Energy Expert at the Łukasiewicz Institute for Energy Policy; and Ryszard Pawlik, Head of the Brussels Office of the Polish Electricity Association.
