Finland’s Ministry of Economic Affairs and Employment has opened a public consultation on the environmental impact assessment (EIA) programme for a nuclear power plant planned by Helen Ydinvoima Oy in the Helsinki area. Anyone can submit views to the ministry, which acts as the competent authority, until 4 January 2027.
Helen is considering either a district heating plant at Salmisaari, Vuosaari or Norrberget, or a combined heat and power plant at Vuosaari or Norrberget. The heating-only option would comprise up to 18 nuclear reactors with a combined thermal output of no more than 630 MW. The combined heat and power option would use a single reactor with a thermal output of up to 1,400 MW.
The project would also need electricity and district heating connections, cooling water infrastructure and access roads reaching Helsinki, Vantaa and the Sipoo marine area. It includes processing and interim storage of spent nuclear fuel, and the processing, interim storage and final disposal of very low-, low- and intermediate-level waste within the plant area.
The EIA programme, prepared by the project developer, sets out the project, its alternatives, the impacts to be assessed and the assessment methods. The ministry may issue a statement summarising the views received, and the Finnish Environment Institute will carry out an international consultation on the programme.
A public information event will be held at Helsinki Central Library Oodi on Monday 16 November 2026 at 18:00 and streamed online. Helen will also organise meetings for residents.
