Poland’s Agencja Rozwoju Przemysłu (ARP S.A.) and Grupa TFK — comprising Tele-Fonika Kable and JDR Cable Systems — have signed letters of intent with PGE Baltica and ORLEN Neptun for cooperation on the installation and servicing of submarine cables using what would become Poland’s first Cable Laying Vessel (CLV). The signing ceremony took place in Warsaw on 20 May 2026.

ARP S.A., a state-owned industrial development agency with over 35 years of experience, and Grupa TFK, which combines domestic cable manufacturing with JDR’s offshore installation expertise, are jointly planning to develop the vessel. The CLV would support the growing pipeline of Baltic Sea offshore wind projects, where demand for cable installation capacity is increasing faster than Europe’s existing fleet can accommodate.

Both PGE Baltica and ORLEN Neptun are among Poland’s leading offshore wind developers. PGE Baltica is advancing eight Baltic Sea projects with a combined potential exceeding 6 GW, while ORLEN Neptun is developing Baltic East and Baltic West — projects with a combined capacity of approximately 5 GW. ORLEN also operates the Świnoujście Offshore Terminal, which entered service in June 2025 and serves as a logistics base for offshore wind development.

“This initiative is a concrete step towards building Polish industrial capacity for our offshore wind programme,” said Daniel Ryczek, Acting CEO of ARP S.A. “A domestic Cable Laying Vessel will reduce our dependence on the limited pool of foreign vessels and strengthen the Polish supply chain.” Bartosz Fedurek, CEO of PGE Baltica, welcomed the cooperation as consistent with the goal of maximising Polish industrial involvement in Baltic offshore wind development. Janusz Bil, CEO of ORLEN Neptun, noted that the vessel would serve both ORLEN’s own projects and broader offshore cable work in the region.

Piotr Mirek, a board member of TFK and JDR, described the CLV project as a natural extension of the group’s cable manufacturing and installation capabilities. Commercial negotiations on the choice of shipyard are yet to begin. The letters of intent mark the start of formal cooperation between the parties, with detailed terms to be agreed in subsequent stages.
