During the second edition of EnergySecurityCongress.pl, which will take place on 15 January 2026 in Warsaw, the Ministers of Defence of Poland, Lithuania, Latvia and Estonia will discuss countering threats present in the Baltic Sea basin. Four dedicated sessions will focus on discussions covering necessary legal changes to better protect critical infrastructure, cooperation between public services and armed forces, countering physical and cyber threats, and financing investments that enhance security.
In 2025, the first offshore wind turbines began to be installed in this part of the Baltic Sea. The first phase of offshore wind development has entered a decisive stage. In the coming months, further investors will begin construction works in designated maritime areas. By 2030, the total installed capacity of these offshore wind farms is expected to reach 5.9 GW. The Baltic Sea also serves as a vital gateway for oil and gas supplies to Poland. The seabed of this basin hosts HVDC power cables transmitting electricity from trading partners, as well as fiber-optic cables, without which the functioning of today’s world would be difficult to imagine.
The upcoming edition of EnergySecurityCongress.pl will place strong emphasis on regional cooperation with the Baltic States. The agenda will include discussions on legislative acts currently being prepared by the government and parliament, including the Crisis Management Act, as well as the “Safe Baltic” Act, under which a Maritime Security Center is to be established, operated by the Border Guard. Under the new regulations, the Polish Navy will also be granted additional powers.
The conference will provide a platform for in-depth discussions on the technical and cybersecurity protection of critical infrastructure located in the Baltic Sea basin. It will also address cooperation between national services and NATO armed forces operating in the region, as well as issues related to financing investments aimed at strengthening security.
The Congress is held under the honorary patronage of the Government Centre for Security, as well as the Deputy Prime Minister and Minister of National Defence, Władysław Kosiniak-Kamysz.
