The Polish Council of Ministers adopted a resolution to amend the national recovery and resilience plan, submitted by the Minister of Development Funds and Regional Policy.

The national recovery and resilience plan (KPO) is intended to strengthen the Polish economy after the crisis triggered by the COVID-19 pandemic. It is also about meeting the challenges posed by Russia’s invasion of Ukraine. The revision of KPO is necessary due to delays and backlogs left by the previous government. The money will be invested in green transformation of the economy, technological development, digital solutions and improving the accessibility and quality of health services, among others.

Revision of the national recovery and resilience plan

The revisions proposed in the KPO are intended to align the adopted commitments with Poland’s real capabilities. The assumption for the revision of KPO is to limit it to changes that are necessary for the effective implementation of reforms and investments. They are particularly important for Poland’s further social and economic development. The revised KPO will contribute to a better implementation of activities, among others, in the areas of green transformation.

As the Government Information Centre states in its announcement, one of the most important investment changes is the creation of an additional technical terminal in Darłowo, which will enable the construction of wind farms.

Darłowo is the third port on Poland’s central coast, after Ustka and Łeba, where service bases for offshore wind farms are to be established in the future. The revision of the national recovery and resilience plan adopted by the government includes more than 200 million PLN for the reconstruction of breakwaters in the port of Darłowo. According to, most of the design documents are already in place, so work could start by the end of this year.

The timetable calls for obtaining a building permit this month and completing the tender procedure for selecting a contractor for the construction work in October. In turn, the execution of the construction works itself is expected to last from November to May 2026.
