The offshore energy investment program has already entered the construction phase. Polish offshore energy has the potential to become one of the biggest drivers of the national economy – fully utilizing its potential means as much as 33 GW of power and investments of PLN 869 billion. The development of offshore wind energy could generate PLN 284 billion in added value and over PLN 55 billion in tax revenue, providing a powerful boost to industry, the labor market, and the state budget, according to an analysis presented by the Polish Wind Energy Association during the Offshore Wind Poland conference. This is due, among other things, to the development of factories, shipyards, ports, new jobs, and new skills in industry—in other words, a new sector of the economy that is emerging under the wing of offshore.

Poland is on the verge of a major energy transformation, which will be based on the development of offshore wind energy. By 2040, 18 GW of installed capacity will be created in the national part of the Baltic Sea, and the full potential of Polish offshore energy reaches as much as 33 GW. This is a strategic resource that can become one of the key pillars of energy security and economic development.

Today, we are at a point where we are counting the foundations and towers of wind turbines that are already standing in the Polish zone of the Baltic Sea, and this is a story that is unfolding before our eyes. Building a new energy mix with Polish companies is extremely important. The signed offshore act is intended to ensure that investments proceed smoothly and that the final price of energy is cheaper (…) Offshore is now essential to phase out increasingly expensive and depleted coal mines from our energy system, which we must replace with something else. We must continue our energy mix policy above political divisions, because it is our enormous commitment to the country’s energy security. – said Paulina Hennig-Kloska, Minister of Climate and Environment, during the opening of the Offshore Wind Poland conference.

The investment campaign in offshore wind farms is unlike any other development project in modern Poland. This program is proof of Poland’s ambition and courage in pursuing modernity. It is the largest energy transition project in Polish history. It is a development impulse that will modernize the Polish economy and ensure its competitiveness, reduce electricity bills, and create thousands of jobs – said Janusz Gajowiecki, president of the Polish Wind Energy Association.

Huge investments – a boost for the economy

An analysis prepared by Baker Tilly TPA, which was presented during the Offshore Wind Poland 2025 conference, shows that fully utilizing the country’s offshore potential means investments worth as much as PLN 869 billion, including approximately PLN 488 billion in CAPEX and approximately PLN 12.7 billion in annual OPEX. This amount exceeds the combined GDP of Lithuania, Latvia, and Estonia, and at the same time is a real lever for the development of a modern economy based on innovation and future technologies.

PLN 284 billion in added value for Poland

The offshore wind energy sector can generate as much as PLN 284 billion in added value (GVA) – this is the total direct, indirect, and induced effect that will boost the Polish economy. Offshore wind farms will thus become one of the most important drivers of domestic economic growth.

Over PLN 55 billion in taxes and fees for the state

Over PLN 55 billion will go to the state budget throughout the entire life cycle of offshore projects. This is the result of CIT revenues – PLN 17.6 billion, PIT and ZUS – PLN 18 billion, and location and concession fees – approximately PLN 19.7 billion. This stable, long-term stream of public funds will feed the budget for decades.

The Polish supply chain is growing in strength

The development of the Polish offshore industry is also a huge opportunity for domestic industry. Local content – currently around 20% – will ultimately increase to at least 40% with the development of national competencies, supply chains, and the necessary industrial infrastructure.

A strong competence base – 500 Polish companies ready for action

Poland already has a solid foundation for the development of the sector. Around 500 Polish companies currently have the production and service potential for offshore wind energy. This is an impressive base that will enable the dynamic development of national specialization and strengthen the competitiveness of Polish industry on the international stage.
