Delays in building onshore wind farms in Poland arise mainly at the earliest project stages, according to Tomasz Grzęda, board member of BXF Energia, speaking around the PSEW 2026 conference in Świnoujście. Site selection, project concept, conformity with local zoning plans, grid-connection terms and environmental permits can each take years.

Grzęda said local government now plays a decisive role: it is during the siting phase — largely conversations with local authorities — that a project moves from concept to a real investment.

BXF Energia is part of the Budimex Group. Its remit is to expand Budimex’s activities into renewables, designing and building solar and wind farms and producing green power for external customers and the group itself.

The comments reflect a wider Polish debate, also prominent at PSEW 2026, about cutting procedural barriers so that a large onshore pipeline can actually be built — a question with direct bearing on how fast wind capacity grows around the Baltic.
