• ORLEN Neptune held a Supplier Day for the Baltic East project
  • The meeting was attended by more than 300 people representing about 100 companies.
  • The status of the project was presented, and the processes, requirements and contracting scopes for the main components of the Baltic East farm were discussed.
  • The event was accompanied by a debate on building the optimal shape of the supply chain for the so-called Phase II offshore wind power (OWE) projects

On April 16, 2025, a Supplier Day was held in Warsaw, aimed at companies interested in cooperating within the supply chain for the Baltic East project. This is another offshore wind farm being developed in the ORLEN Group, which is being implemented by ORLEN Neptun, a company specializing in offshore wind. The meeting was attended by more than three hundred people from about a hundred companies, both those already operating within the OWE supply chain or those just looking for a place in it for themselves.

The first part of the event featured a debate on the optimal shape of the offshore wind supply chain in Phase II projects, with the participation of Janusz Bil, President of ORLEN Neptun, Grzegorz Szabliński, President of Baltic Power, Dominika Taranko, Vice President of the Management Board of WIH, and Leszek Stypułkowski, Member of the Management Board of Bank Gospodarstwa Krajowego. Its participants agreed that in order to build a strong, resilient and competitive supply chain for OWE projects with the largest possible share of domestic suppliers will be necessary, among other things:

  • Close cooperation between developers, government, financial institutions and industry organizations to develop systemic solutions that will enable large-scale involvement of domestic companies in offshore wind projects.
  • Adopt a long-term strategy for the development of the offshore wind industry to support companies aspiring to join the local and ultimately the global supply chain.
  • Create financial products tailored to the needs of potential supply chain participants.
  • Removing barriers in procurement proceedings while maintaining the highest standards of quality and safety of products and services.
  • Educating human resources and cooperation between academia and business.

During the discussion, key recommendations were also formulated for entrepreneurs who would like to join the OWF supply chain. These included:

  • Understanding the offshore wind energy supply chain, particularly the roles of the various participants.
  • Acquiring the necessary experience and know-how through partnerships with major suppliers, among others.
  • The need for bottom-up supply chain cooperation within consortia, in order to respond more fully to developers’ requests for proposals.
  • Awareness of quality, safety and financial requirements for suppliers and sub-suppliers.
  • Confirmation of the necessary qualifications with the certificates required as part of purchasing procedures.

In the second part of the event, the assumptions of the Baltic East project were presented, as well as the prospects for suppliers at different levels of the supply chain – from major suppliers (so-called Tier 1) to Tier 2 and Tier 3 suppliers and contractors.

ORLEN Neptun experts, using the knowledge and experience already gained in the processes of preparing offshore wind investments in Poland, brought closer the scopes of work and requirements within key areas, such as offshore and onshore substations (OSS and ONS), offshore and onshore cables (CAB), wind turbines (WTG), foundations and transition elements (FOU), operation and maintenance (O&M), as well as in transport and installation (T&I) processes. At the same time, issues related to supply chain planning and management, quality requirements, safety and working environment (HSE), and the procurement processes themselves, including the use of the Connect platform, were discussed.
